EXECUTIVE DIRECTOR
GENERAL DESCRIPTION: The Pennsylvania Statewide Independent Living Council is currently seeking qualified applicants for the position of Executive Director. The PA SILC Executive Director serves as chief executive administrator of all corporate operations, including implementation and administration of contracts, planning, programs, and policies. The Executive Director is responsible for the overall management and oversight of finances, personnel, funding, day to day operations, implementation of Board policies, writing of and adherence to the SPIL, government and community relations, and all activities to promote the PA SILC’s mission and purpose according to the Rehabilitation Act of 1973 as amended and Act 139-94. The Executive Director will be a leader in public policy development and implementation.

ESSENTIAL DUTIES
General:
- Effectively communicate the mission and activities of the Council to the disability community and the community at large.
- Participate on work groups, advisory councils, and committees to promote the purpose of the Council according to the Rehabilitation Act of 1973 as amended and Act 139-94 otherwise known as the Independent Living Act.
- Support development and distribution of position papers on issues relevant to the disability community.
- Communicate effectively and professionally with SILC members, government/department heads, business and industry managers, vendors, contractors, and the general public.
- Responsible for overall leadership of staff in the development and implementation of short and long range plans and policies and other activities.
- Responsible for the financial management of the corporation, including the development and implementation of the annual budget, as approved by the Board of Directors.
- Responsible for writing, securing, renewing, and administering grants to carry out the mission of the organization, including those with the Office of Vocational Rehabilitation.
- Schedules quarterly Board of Directors meetings. Communicates regularly with Board President, and Executive Committee. Responsible for support of all activities associated with the Board of Directors, including staffing for all Board and Committee meetings, meeting schedules, locations, development of agenda, and meeting materials.
- Effectively communicate the mission and activities of the Council to the disability community and the community at large.
- Oversees and coordinates the writing of the State Plan for Independent Living, and assures necessary steps are taken to fulfill the plan.
- Work with the Treasurer and Board Finance committee to develop the SILC budget and monitor expenditures on an ongoing basis. Review finances monthly with Finance Committee.
- Interact with people with disabilities in a respectful manner with strict adherence to the Independent Living Philosophy.
- Responsible for administration of overall operation of the corporation, including: reviewing and evaluating the results of program activities, ensuring that continuing contractual obligations are being fulfilled; allocating resources for greater program effectiveness and efficiency; developing organizational and administrative policies and program for Board consideration
Supervisory Responsibilities:
1. Responsible for supervision of all assigned staff including: interviewing, recommendation for hiring and training employees; planning, assigning and directing of work; appraising performance; motivating and disciplining employees; addressing complaints and resolving problems.
Reporting:
- Assure on time completion of all reporting for funding sources, Council members, work groups, coalitions and legislative or governmental projects.
- Provide on time employee performance evaluations of subordinates.
- All other required reporting as needed.
Other:
1. Local, intrastate, and interstate travel required.
