Your Feedback Needed to Help NCIL's PAS Subcommittee take Position on "Class Act" Bill
Before NCIL's Annual Conference, Senator Kennedy is expected to introduce legislation known as CLASS Act, or the Community Living Assistance Services and Supports Act. Since it involves issues around personal assistance services, NCIL's PAS Subcommittee has been studying the legislation as it has taken shape. There are advantages and disadvantages to the approach in this legislation, so the Subcommittee has mixed views on the issue and is not prepared to take a position at this time.
That is why we're sending you two attachments:
- a summary of the main points of the bill prepared by NCIL President Mike Oxford;
- the full text of the most recent draft of CLASS Act that we have seen. Please review the attached documents on CLASS Act and let us know what you think about it and whether or not the PAS committee should be taking further action on this legislation. We need comments back from YOU by June 24, 2005.
We want YOUR opinions about this legislation: Do you support it? Do you have concerns? Do you oppose it? How important is CLASS Act to you? More important than Money Follows the Person and MiCASSA? Less important? Is CLASS Act an important enough legislative proposal that the PAS Subcommittee should devote some time and energy that would otherwise be used to support MiCASSA and Money Follows the Person?
This request is TIME SENSITIVE. We need to know where our membership stands on this bill well in advance of the annual conference so that we are prepared to have a position by the time we make our hill visits.
