Rebuilding your own life after a natural disaster or other emergency can be difficult enough.  Reconnecting with your consumers and rebuilding your Center, whether literally or figuratively, can take months or years.  Prepare yourself and your Center to respond in the wake of disasters by joining us for this two-part teleconference and webcast on two important aspects of emergency recovery: how to access, navigate, and advocate for people with disabilities in emergency shelters and with the Federal Emergency Management Administration (FEMA).  A FEMA representative will participate in Part 2 of this teleconference and webcast to present FEMA’s role in assisting people with disabilities after emergencies and to answer your questions.   

 

TARGET AUDIENCE: The primary target audience is direct service staff of Centers for Independent Living. Those who supervise direct service staff in centers and Center directors will also benefit from this course. Staff and members of Statewide Independent Living Councils may also find this course helpful in understanding the issues of emergency preparedness; they are not a primary audience since they do not have direct service delivery roles.

 

LEARNING OBJECTIVES: Upon completion of this two-part presentation, participants will be able to:

  • Educate consumers about the importance of creating personal emergency preparedness and recovery plans.

  • Educate consumers about a personal notebook that they can prepare in advance of an emergency so they can easily take critical personal information with them that they will need in recovering from the emergency.

  • Describe to consumers what they can expect if they must evacuate to a shelter during an emergency.

  • Educate consumers about strategies they can use to survive in a shelter and return to the community as rapidly as possible.

  • Prepare to assist consumers with transitioning from shelters to the broader community by establishing positive relationships with shelter operators and disaster organizations before emergencies occur.

  • Explain to consumers what they can expect when requesting assistance from organizations such as the Federal Emergency Management Agency (FEMA).

ABOUT YOUR TRAINERS

Patricia Gonzales Stagg, LMSW is the project manager with ILRU’s Disability 911 Disaster recovery project where she coordinates activities of ILRU’s call center for persons with disabilities who were affected by Hurricane Ike. Stagg has over 15 years experience working in non-profit services agencies, hospitals, community clinics, schools and in the field of community development work. Her experience as a medical social worker was primarily in the areas of neurology and rehabilitation, assisting patients and families through the recovery process of newly diagnosed disabilities. She has a Masters degree in Social Work Administration and Planning from the University of Texas at Arlington and received her undergraduate degree in Social Work from Stephen F. Austin State University.

Jeff Sheen, MSW is a Project Director at the Center for Persons with Disabilities (CPD), at Utah State University. For the past seven years he has been involved in directing and evaluating a number of projects designed to improve community resources for individuals with disabilities and their families. Mr. Sheen along with colleagues at the CPD, has presented on emergency preparedness for people with disabilities at the annual Utah Bioterrorism/Emergency Preparedness Conferences for the past four years (’04-’07).  Mr. Sheen was also a part of the ILRU training development team that developed the training curriculum on Emergency Preparedness for Centers of Independent Living that is the basis for this webcast. Most recently Mr. Sheen has been directing the “Emergency Preparedness for All Utahns” project that provides training on emergency preparedness issues for people with disabilities for a variety of audiences.

Richard Petty is Program Director at ILRU‑‑Independent Living Research Utilization. He directs the IL NET, a national project providing training and technical assistance to Centers for Independent Living and Statewide Iindependent Living Councils. ILRU has produced several important publications on emergency preparedness and conducts training for CILs on preparing for and surviving disasters. Petty is conducting research on the experiences of those with disabilities affected by Hurricane Katrina. Petty holds an MBA degree from the C. T. Bauer School of Business at the University of Houston.
